Shanghai China was a U.S. Navy town in the pre WW II days and the home to the 4th Marine Regiment. It was also a international settlement  with detachments of French, Russians among others.  The Marines primary duty/mission was to guard United States interests in the region i.e. citizens.  These U.S. citizens were there primarely to start religious ministeries or were tied to large U.S. buisness such as Standard Oil Company.
